What about the landlord and the maintenance people. I had a hole in my ceiling due to condensation from un-insulated ducts. Was collecting about 16 ounces of water a day in 2 buckets. 20 phone calls, 6 visits, and 32 days later the problem still existed. They would not let me know when they were going to come and I had to continually call to get someone to come back to continue the process.
At day 32 the drywall guys showed up and refused to put the ceiling back up because there was still water dripping. The manager and 2 maintenance people arrived to assess the situation. It was the first time the manager has come by to look at what was going on even after several conversation with her about it. I blew a gasket and ordered them out telling them not to return. The VP of operations told me they had the right to enter anytime because it was a water leak making it an emergency. I asked him if it was an emergency why had they not fix
the problem. I went on to say on day 2 or 4 it might have been an emergency but on day 32 he could not play that card.
They left me alone and let me move promissing a partial refund for that month.
I moved and got a partial refund for that months rent.
I will never live in a complex again!!!!!!!!!!!!!!!!!!!!!
Oh and the noise - trash truck at 5am, car alarms all the time, very loud thumping music and the loud Mexican music. And people from the neighboring complex would jump the fence and use out complex as a short cut.
Forgot to mention non-residents using laundry facility.........

I'm in the same boat. I want to get out of the city, but I don't have a
car so I'm stuck with the buses. You say you work in a bicycle shop.
Do you ride one? If you do, you're a brave man. It's my understanding
that valley drivers like cars with hood ornaments because they use them
like crosshairs - to better aim for their target - the guy on the bicycle.

In my case it's not the neighbors next to me or above me. It's any one
of several people who live in an apartment several doors away. They
like their Mexican oompa music so much the like to share it with
everyone else. A lady did that one day and I got my revenge. I took a
loud radio outside and let her listen to Rush Limbaugh. :-0
