You have encountered the now infamous GNOME MIME types bug.

The GNOME developers, around the same time they removed the menu editor, also removed the MIME types editor, they then added in a check to ensure that the MIME type of a file matched it's extension.  The problem is that they default set of extensions is TERRIBLE, and there's no way to edit it.  I've been looking for the proper config file, and it seems to be in the binary GNOME configuration database, and hence uneditable.
Basically, Nautilus uses file extension as registered in the MIME types to determine what it *thinks* a file should be, then looks at the data to determine what it *thinks* it is.  If they don't match, it won't open the file.  Try renaming a text file to .text.  The message that comes up is that the file is a text file, but it appears to be a text file, and Nautilus won't open it, it'd be funny, except it drives one nuts.

I like the Look-and-feel of GNOME, but I'm starting to want to throttle each and every GNOME developer, individually and collectively, because their obsession with perfecting the usability of the system is making it completely unusable for well over 2 years now.  They need to stop trying to make everything perfect and get a system people can actually use, then they can play with making things perfect.

You're pretty much stuck if you leave the extension alone, try renaming the file to .OGG or .OGT, it may fix the problem.
