I suppose that would depend on how much was wanted and how much was
actually used, and if Deru would just be an ISP or would have part
ownership in the project.

In a cafe environment, the bandwidth utilization would most likely be
close to negligible.  If it wasn't located in 3443 or 3300 N Central,
the costs would be swamped out by the costs of the local loops.
