You're talking about the government. Except for the military, what do they do right or well or even mediocre. Everything they do is over-budget, half-a$$ed and corrupt. It doesn't matter who's in charge (R) or (D).

Creating even bigger chains of command only inflates the problem. All these departments should be separated and report directly to the President. Sadly, streamlining government is completely 180 degrees from the major parties agendas.

If google can make something as complicated as maps.google.com work with
IE, firefox,etc.  A simple app to collect data should be able to..  They
should use the KISS principle.
