Not sure if I read this right but if it's a laptop many of them have a switch that turns off Wi-Fi. I've had customers mistakenly put that switch and no matter what they do in software could make it turn on. A work around for that issue if it's a problem with it Wi-Fi hardware is to get a USB dongle and connect using that.
