There's probably delivery issues as these mailing list emails aren't "authenticated". i.e., lists.phxlinux.org is missing: SPF record - lists the specific IP addresses allowed to send email from this domain DKIM record(s) - a record or records that lists authentication keys that can be used to check signed messages (this can be signed automatically by the mailing list software). DMARC record - indicates how strict the SPF/DKIM records should be taken; i.e. if there's a mismatch, whether to place in spam, reject outright, and allows you to specify where to send delivery statistics. If these are setup, COX will most likely start delivering messages properly. If there's delivery issues with Google or Microsoft this will likely fix those as well.
