Oh wow, I finally got around to playing with flameshot, other than having to figure out it only lives in the systray, it was pretty dope with options, and worked fine. Thanks to everyone that recommended this! I'm certain I'm not using wayland here after some googling last night, xorg itself works pretty solid for me, so I'm just blaming KDE/KWin for yet more wonky behavior.
