These are files for storing form data outside of the pdf. You can see it stores all sorts of wonderful things like where you were last in the document. Oh, and if you're using a pdf to fill out your taxes, all that would be in there too. You can view one of the many bugs opened against it here as people lose their minds over this abomination. https://bugs.launchpad.net/ubuntu/+source/kdegraphics/+bug/521533 and if you're really bored, you can read the open okular bug to remove at least the form-fill data from it. https://bugs.kde.org/show_bug.cgi?id=267350 Currently you'd have to break okular or use something besides it to avoid from what I can see.
