They wouldn't need to emulate the android run-time as much as include it. as the android run-time is an engine on top of a Linux kernel. that would give them a huge application repository. I am not a fan of a number of the web-apps they have. but the native ones are really nice when you can find them. And i think i rather like the general OS navigation. I think i will endeavor to be at the sammtich tonight and bring it along for people to look at.
