Sorry, I was stuck in a commandline thought process. To make a site browsable from a folder, you make all of the links relative instead of explicit. So if you have a site/home.html and it needs images/picture.jpg, you use ../images.jpg. Then zip the whole thing up and send it as a folder to whomever.
