First, if you cannot download stuff using apt-get, you first need to find out why, or you need to use your web browser to manually download all the files it wants... Lets diagnose your network connection and other random things first: Are you connected to the internet? Why do you give the answer you give? ("Because web browsing (works/fails)", etc) If web browsing works, does it have a proxy set up? If so, is the proxy set up system-wide or just for the web browser? Do you have a default route? What happens when you say 'ping inficad.com'? How about 'ping archive.ubuntu.com'? What does 'traceroute -n archive.ubuntu.com' say? Also, let's look at apt. have you used synaptic (it's a gui over apt-get and friends)? Try that, tell it to update the files list, select perlmagick to install, say 'apply', and see what happens. Also, what version of ubuntu are you using (ok, I see its precise, but I don't remember the mapping from name to number, sorry)? If its unsupported you won't find any packages - you'll have to fix your repositories... Just a few random and wild guesses...
