For our Rails application at my job (which bundles Ruby, Apache, Postgres, etc, etc...), we install everything into a scratch directory, use find to remove all .svn files, and make a tarball of the result. There's a lot more that goes on, but that's the basic process. The customer just unpacks the tarball and runs a script to fire the whole thing up. We don't support Windows for this app, so I don't have any experience packaging for that platform.
