You're talking about the government. Except for the military, what do they do right or well or even mediocre. Everything they do is over-budget, half-a$$ed and corrupt. It doesn't matter who's in charge (R) or (D). Creating even bigger chains of command only inflates the problem. All these departments should be separated and report directly to the President.
