Actually, they are. 

Every poling place (at least in Maricopa County) has at least one voting machine that has headphones, has braille ballots, large-type, touch-screen voting.....and have had for about 4 years or so, if memory serves......I am not sure about the other Counties - you would have to check with them.  I do, however, think that they are mandated, by law, to provide them for those who need them.
