Why not just find another dialup provider?  There are plenty between the 5.95 
you're paying and the $24 to 30 of the cheapest high-speed options.

Even the "basic service" I've seen from a few places is 256-256, and usually 
$24-25 a month.  Apparently Cableamerica's better than Cox about (at least 
promoting) lower-rate service options; despite me not being able to get their 
service, I regularly get ads for their 256-256 for "23.95 a month" (catches not 
discussed)
