*cough* Inkscape *cough* http://www.inkscape.org  :)

You might be able to take a screenshot of Google maps, and then use the
trace feature in Inkscape to get a vectored image.  Then you could
delete roads as you deem necessary.  If you did it, and wrote it up, I'm
sure the Inkscape folks would link to it :)
