I expect they realise it's inevitable people dislike artifical scarcity, so it's a matter of keeping it in place as long as possible, in as many ways as possible. Also mindshare's a concern: when people see things like the Betamax precedent, and the fact that a $400 copy of photoshop really only has 60 cents of materials in it, it makes the mental wall of copyright weaker.
