Set the Directory Index as follows...

DirectoryIndex index.html index.html.var index.pl

That will fix the default start template.

As for browsing the directory....

<Directory "/var/www/html">
    Options Indexes MultiViews
    AllowOverride None
    Order allow,deny
    Allow from all
</Directory>

That should do it. :)
