I don't know for KDE - but for GNOME the gstreamer output is selected
with a couple of GConf keys.  I can look them up for you, or, if you
have gnome-media installed you can us gstreamer-properties to set them. 
Does KDE have a configuration repository of this kind?  It could be
there.
