This is the problem.  I was using the first code in the vhost config:

<FilesMatch \.php$>
      SetHandler 
"proxy:unix:/var/run/php/php8.3-fpm.sock|fcgi://localhost/"
</FilesMatch>

Notice the lamp:

<FilesMatch \.php$>
     SetHandler 
"proxy:unix:/var/run/php/php8.3-fpm.lamp.sock|fcgi://localhost/"
</FilesMatch>

Now it works.
