I want to do the same thing for my local LUG, but couldn't find
instructions complete enough to cookbook the task. So let me ask you
some questions:

1) Is your #PLUGaz channel on Libera.chat a project channel, a
   community channel, or an informal channel?

2) Did you sign up using an IRC client like Hexchat or irssi, etc?

3) What, if any, activities were required that couldn't be done on an
   IRC client?

4) Could you please list your creation/activation activities, in order,
   needed to create your channel?
