I'd use Inkscape too. Inkscape can put elements exactly where you want them, which is difficult with a wordprocessor or a presentation program. Also, because Inscape's native format is very simple XML, as opposed to the crazy difficult XML of LibreOffice, it's trivial to personalize your pamphlets using Python and a YAML or JSON data store. I do it all the time. A third advantage to Inkscape, which probably isn't germane to the immediate discussion, is that you can make an Inkscape image that will, when placed in an HTML page, react to mouseover and click and mouseout. This is often done in group photos: You mouse over a person, and the person's name appears at the top of the photo or in another specified place.
