I was just reading though the source for passwd and it looks like there isn't a way to do it without rewriting parts of passwd to not use the getpass function, or rewriting getpass itself if you want everything to output the stars. The getpass() function opens /dev/tty (the controlling terminal of the process), outputs the string prompt, turns off echoing, reads one line (the "password"), restores the terminal state and closes /dev/tty again.
