Im not sure how the acceibility would be, but i know vlingo might be an option. I dont know how much is taken back to servers for processing. but i do know you can execute system commands and texting via voice as well as text to speech. and i thought i saw an option to tie its "listen" function to a button, but i cant find it now. its free in the market and i have used it with success.
