The people that don't have email can still go to the counter (or an agent). Their driver's license has everything they need. Unless they don't have one. Then they can use a state-issued id. If they don't have some kind of id, then they're not flying. Not much new about that. I would imagine that those people are going to be checked more closely against the watch-lists though.
