There are good, technical reasons for this, but they boil down to "making a hard link to a dir will screw up your filesystem."[0] In fact, hard links are not really useful in most circumstances in ordinary systems. They're useful when you're really low on disk space (rescue floppies) or you have a bunch of mostly-identical chrooted environments. Otherwise, just forget about it and use symlinks.
