Too ambiguous for official PLUG business.
It could mean :
  [A]  The same as it was before
or
  [B]  The same [now] as Avondale
From my general knowledge, I think it is [A],
but more careful use of language
(such as, "has not changed")
could help to avoid ambiguity.
