Or it could be that they want to crack down on people using _The Anarchist's Cookbook_, or it could be intended for use on any large-scale DVD copying operation that's illegally duplicating "Gigli" or "The Star Wars Holiday Special" or "Manos: Hands of Fate". Or this particular clause was written without any rational thought informing it.
