It's seems a little silly to have them but they only do part of what the gui one's do. One really bad example is network profiles. You can set them up with the system-config-network-gui applet but not the system-config-network-tui. And it's next to impossible to do right manually because the documentation on RH's site is woefully inadequate--at least the docs I found. As for yum--it's gotta be the worst hack I've ever seen. having used apt for a long time--even on redhat--yum is horrible. Yum is much better than nothing but still woefully inept when compared to apt. apt on rpm based systems isn't as good as apt on deb based systems--but that's mostly because rpm is not as good a package system as deb. So yes, RH based systems annoy me too but it's better than administering windows.
