Have you considered Virtual Private Servers (VPS)? Many web hosting companies offer VPS for cheap. I've had mine for almost 2 years and it runs almost like a dedicated system (I can't change the system time or alter the file systems). I have mail, web, dns, etc running on it. These places usually offer a wide range of distros - my next VPS will be CentOS4. The cost ranges from $20-100/month - I'm paying about $350/year. I don't think you'll find a colo for that price and the bandwidth is great. Check out spry.com - they seem to be on the lower (not lowest) end of the price spectrum and they have a special this month. I'm not recommending nor dis'ing them.
