you can do it without a debian-ish system

ex: ar x <package>.deb
that'll dump a few files in your pwd:

control.tar.gz
data.tar.gz
debian-binary

debian-binary only lists the version of the package, you can safely  
ignore it
control.tar.gz - install-ish scripts
data.tar.gz - all the actual files for the package
