How cheap is cheap? Robert Cringely made some ripples when he did about a 6 mile connection back in 2001.[1][2] But he cites a cost of about $1,400 to do it, an amount I would not call cheap. Maybe you need to start a neighborhood version of Seattle Wireless[3] and make several hops to your friend's house along with some additional neighbors in the mix. That will take much longer to create but could be fun along the way.
