The way it worked for me was that I had to have the phone service initially, then was 'allowed' to drop it after a short (couple months) period of time. That's how it worked for me anywise. It's been about 3 years since. I've had no problems. Their onsite techs (I moved a year ago) were actually quite good. Seems like they change offerings from one month to the next, and as a result don't seem to know what's going on at times.
