To add to the debate:

Google evidently allows the uploader of the video to define the countries
in which the video can be played.  Debate on Slashdot can be found here:
http://yro.slashdot.org/comments.pl?sid=178066&cid=14767588

So the blocking of this video may have nothing to do with Google filtering
and everything to do with how the person submitted it.
