Cox is faster, Qwest is probably a bit more reliable. You can use bittorrent to get faster downloads of iso files. Cox doesn't stomps many ports on dhcp/residential clients like 25/80/137-139 etc. while Qwest will pretty much let you do anything you want with the bandwidth. No clear cut winners as I see it.
