Reading the docs gave me the impression that before I could write a config file they wanted me to learn enough about it to basically write my own implementation. Eventually I figured it out, but that was years ago. Now you're probably running from a package, perhaps even included in the base install. Did they give you a config to start with? I don't remember which distro/package/etc that you're using... I've been using OpenNTPD.
