Second, if you look under the source or RPM install pages, they detail
most important config parameters for your (usually) /etc/vsftp.conf
file. including banners, umasks, logging, write enable, chrooting as
well as discussion of the fsftpd.ftpusers and vsftp.user_list files

What exactly were you looking for?
