Fanless sinks only really work if you have lots of case ventilation.

Larger fan usually equals quieter for an equal amount of cooling.  80mm is 
good for Socket A processors; Socket 754/939 ones, you can get 92mm or 120mm fan 
based models.  I don't off-hand know much about Intel coolers.
