Find out what version you had from the database then hit the archives. http://www.phpnuke.org/modules.php?name=Downloads&d_op=viewdownload&cid=6 toss it in there and you should have most, if not all, of the content. If somebody modified index.php after the fact then I guess you'll have to re-do a few things. But to me it looks like a virgin copy of phpnuke with the Blue Nuke News theme.
