According to the site, they don't yet want us in Arizona to whine.  When it 
gets out of committee, then dial up the b*** factor.

I wonder if it's this way in, say, a former soviet satellite, which is only 
developing modern industries for the first time, so there isn't really any 
business strong enough to wield political power.
