The root partition should be large enough to contain the base programs and 
allow for expansion for upgrades. On a 30 GB disk, I would make root be 15GB, 
possibly 20Gb.

It's the BOOT partition that should be small. (/boot) That should be around 
100MB, up to 250MB depending on how many kernel variations you want to keep 
around. 

Of course, your swap partition should be approximately 2x the amount or 
memory. 

I would set your /home directory onto the second 30GB disk, myself. That way, 
you can just backup the entire later on, and all preferences and so on would 
be kept off the root in case of OS corruption and/or changing your mind on 
distributions.

That's how I would do things...of course, your preferences may vary. Oh, 
another thing I would do is:

/ (root) Use ext3
/boot Use ext2
/home ext3 (or reiserfs)
