I had a server that suddenly got very slow downloads (but uploads were
same and unchanged). After a few months of research, I simply switched to
another network card and all was well.

If a network card can go bad, I assume a modem could too.

Also, you may want to look at tcpdump or other tools to see if you have
other traffic using up your upload bandwidth.

Also, look at netstat output to have a look at your sending queue
"Send-Q".
