This used to be true back when the Communications Act of 1935 was in
force.  Unfortunately, the Telecommunications Act of made it is illegal
to listen to certain frequencies unless the signal is intended for you.
For example, it is now illegal to use a scanner to listen to cellular
telephone conversations.
