In all seriousness, I dunno if you guys read Will's Weekly Update (http://www.tempe.gov/citymgr/weekly/), our City Manager, Will, talks about how the deal works and why it's important. Basically, if you read between the lines, this is what's happening -- State revenues are split up to cities according to population. The population of Tempe has more or less stabilized, at least in comparison to other cities that surround us. So... with that in mind, we've gotta find ways to attract new people to the area to spend $$$$.
