Using the Enigmail plugin all I have to do is click the decrypt icon (which is added to the toolbar when it's installed) if the public key is known it will give me a message about whether the signature has been verified or not and whether I trust the sender. There is also a pen icon at the top of the message once I "decrypt" which gives me a message indicating whether I have the public key and prompts me to import a public key for the sender from a public key server. Enigmail also lets me add my public key to any message I send out it I want - presumably a message that comes to me with a public key will prompt to import the key attached to the message.
