Have you tried to email this isp? abuse@bulldogdsl.com I would start here. I have been quite fortunate and foung that the isp will respond. I response to you other issue, I am trying to locate the answer. I now I Have it, but I suspect the answer I have will block all of England. I f this is not an issue, I will continue to search.
