Do you only have to install the packages or also get a mail server and
radius server for exapmle working?

The only thing is I would charge enough where you would not spending
some more time when something does not work as expected and they might
expect it for free since you just instlaled the system.

But a flat fee makes more sense and both parties know the charge upfront.
