You should be able to set a filter that will recognize "re:", "fw:" and "fwd:" at prepends to the subject then filter for subjects that start with "OT " or "OT:". Simple enough in procmail. Yup. Placement. Are you looking for anything yellow or specifically for yellow jeeps? In this case you want subjects that start with "OT " or "OT:". You still might run into the same problem with "off topic", just not as likely.
