There are basically two kinds of drivers in LA, commuters, and everyone else. Everyone else drives like pithed frogs. The commuters could give lessons in polite impatientce to Matha Stewart. Signal, and 9 of 10 times you'll get an opening. Heaven help you if you fail to immediately make your move, however. LA is one of the only places I've ever been able to get in a nice relaxing rythm in traffic. If you play by the rules in LA, its really not that bad of an experience. If you chose to ignore the rules, you just give yourself and people around you a really bad day.
