If they send out a PDF form to be filled in, in my experience
it could only be filled in for printing and not saved with
the information I've entered.  Is there a way around this?

If you still have a Microsoft system, WordPad handles some
primitive operations on .DOC files.  But in spite of my bad
experience importing .DOC into OOo, I'm guessing that OOo
would serve you better than WordPad.
